(A) No pedestrian shall use any controlled access roadway and no bicycle or other nonmotorized traffic shall use any controlled access roadway where signs have been erected which prohibit any such use of the roadway, but notwithstanding this provision, drivers of vehicles using the controlled access roadway are not relieved of responsibility for exercising due care.
(B) No driver shall stop a vehicle upon any controlled access roadway for the purpose of taking on or discharging passengers, freight or merchandise.
