§ 7-1-1-4 MOTOR VEHICLE RULES.
   No person shall:
   (A)   (1)   Operate any motor vehicle or mobile equipment, other than aircraft, on any airport apron, ramp, taxiway, runway or any part of the landing field:
         (a)   Unless the operator of said vehicle or equipment has airport business thereon, or in the case of an employee has been assigned to duty by his employer in such areas; and
         (b)   Unless the motor vehicle or equipment being used by such operator bears or has attached to it a permit sticker issued by the Mayor which authorizes such vehicle to be in said areas on the airport.
      (2)   The permit sticker shall state on its face in which of areas, or parts thereof, the vehicle or equipment may be used, and no person shall operate the vehicle or equipment outside the areas listed on the permit sticker.
      (3)   (a)   No such permit sticker shall be issued until the prospective permittee has provided the city with proof of insurance of the following kinds and amounts:
            1.   Bodily injury liability in the amount of $100,000 for each person and $300,000 per occurrence;
            2.   Property damage liability in the amount of $50,000 or more.
         (b)   These policies shall provide for 10 days advance written notice of cancellation to the City. Vehicles operated by the United States of America are excepted from this insurance requirement.
      (4)   No such permit sticker shall be issued for motor vehicles or mobile equipment to be used in the landing field area until there is installed in such vehicle or equipment two-way radio equipment capable of receiving and transmitting on the airport control tower frequency used for such communications. Exceptions to this radio equipment requirement may be made by the Mayor with respect to individual vehicles when the safety of the landing area is not impaired by such exceptions; the exceptions shall be cancelled when the safety of the landing area requires radio communication.
   (B)   Operate any motor vehicle or mobile equipment on the landing area of the airport unless the required two-way radio equipment is turned on, in good working order and capable of communicating with the airport control tower at all times. This rule shall not apply to the vehicles or equipment for while a radio equipment exception has been made under the terms of this article.
   (C)   Fail to yield the right-of-way to any aircraft or pedestrian when operating any motor vehicle or mobile equipment on, entering or leaving any ramp, apron, taxiway or landing area or any other place on the airport. Aircraft moving or being moved on an apron, ramp, taxiway or the landing area shall always have right-of-way over all motor vehicles or mobile equipment.
   (D)   Operate at night any motor vehicle or motorized ground equipment on any apron, ramp, taxiway or the landing area unless such vehicle or equipment has lights turned on which are clearly visible from the front and rear.
   (E)   Drive or operate any motor vehicle or mobile equipment in such a manner that it is not under complete and safe control at all times.
   (F)   Drive any vehicle, walk, be carried to or be present on any apron, taxiway, runway or any part of the landing field for the purpose of being a spectator, sightseer, or for the purpose of taking pictures unless specific permission therefor has been granted by the Mayor. Permission shall not be granted unless such activities can be conducted in a manner which will not lessen or impair the safety of aircraft or the operators or occupants thereof.
   (G)   Park any motor vehicle for any purpose in any place on the airport which has not been specifically established for motor vehicle parking and which has not been marked or posted by signs, lines or other means for identifying such parking.
   (H)   Abandon any motor vehicle on the airport; fail to pay any lawfully established motor vehicle parking fees; park any motor vehicle so as to obstruct any airport roadways, driveways, parking areas, pedestrian ways or grassed areas.
   (I)   Operate any motor vehicle or mobile equipment on any part of the airport in excess of posted speed limits; fail to obey all signs, signals or devices on the airport regulating motor vehicles and mobile equipment traffic unless otherwise directed by a person authorized to direct airport motor vehicle traffic. On the airport the Mayor is authorized upon the basis of engineering and traffic study and investigation to place and maintain motor vehicle traffic-control signs, signals and devices, to regulate the speed, stopping, parking, turning or standing of motor vehicles and to divide motor vehicle traffic into one-way lanes. All such traffic control signs, signals and devices shall conform to the manual and specifications approved by the State Highway Commission or resolution of the City Council.
   (J)   Park a motor vehicle in any area marked-off and identified by signs as an employee parking area unless there is attached to the lower left-hand corner of the rear window of such motor vehicle a current employee motor vehicle parking permit issued by the Mayor. The Mayor shall mark-off and identify such employee parking areas by signs and other means and is further authorized to issue said permits to persons employed on the airport. When in or near the vicinity of the Passenger Terminal Building of the airport, operators of motor vehicles bearing employee motor vehicles in an employee parking area and at no other place except for places where fees are charged and collected for parking.
   (K)   Fail to effectively brake any motor vehicle or motorized or nonmotorized mobile equipment when such vehicle or equipment is unattended or an operator is not at the controls if any.
   (L)   While on any ramp or apron, operate any motor vehicle or mobile equipment at a speed in excess of five miles per hour when immediately adjacent to any aircraft or at a speed in excess of 15 miles per hour when not immediately adjacent to aircraft. This division shall not apply to operators of motor vehicles or mobile equipment attending emergencies concerning danger to persons or property, but such operators shall not drive at a speed greater than is reasonable under the circumstances.
   (M) Operate any motor vehicle or mobile equipment on any ramp or apron so as to enter any area where passengers are entering or leaving any aircraft.
   (N)   Operate any motor vehicle or mobile equipment between the passenger terminal building and any facility operated by an Aircraft Service operator or an Air Carrier other than via roadways provided for such traffic.
   (O)   The provisions of the Traffic Code set forth in Chapter 8 as amended, pertaining to the Traffic Violations Bureau being §§ 8-1-2-46 and pertaining to procedure on arrest, being §§ 8-1-3-1 et seq., may be applied and used in the enforcement of this section. As a first process of enforcement a citation or summons may be issued in lieu of taking a person into custody for a violation of a provision of this section of this article; and, no person shall fail to appear personally or by counsel at the time and place fixed in such citation or summons; upon failure of the party charged to appear, a warrant for his arrest shall forthwith issue by the municipal judge for the offense specified in the citation or summons.
   (P)   No action taken under the authority of this section nor any provision of this section shall be interpreted as dedicating as a public street, road or highway any of the land at the airport constructed or used for motor vehicle traffic.
