Any person or entity aggrieved by a finding, determination, notice, order or action taken under the provisions of this article may appeal and shall be apprised of his right to appeal to the Independent Hearing Officer. An appeal must be submitted to the City Clerk within 15 days after receipt of notice of any protested decision or action. Procedures regarding the hearing shall be the procedures outlined in the IHO Ordinance, ROA 1994, Chapter 2, Article 7, Part 8.
