The members of the Recreation Commission shall elect their own chairman and secretary and select all other necessary officers to serve for a period of one year. The Commission shall have power to adopt rules and regulations for the conduct of all business within its jurisdiction.

All expenses incurred in the operation of any activities necessary to meet the recreation needs of the residents of the City shall be payable from the treasury of the City. The City may annually appropriate and cause to be raised by taxation an amount for the purpose of equipping, operating, supervising and maintaining all existing public playgrounds, athletic fields, swimming pools, tennis courts, baseball diamonds, indoor recreation centers and other recreational facilities on or in any public grounds or buildings owned by the City or on or in any public grounds hereafter acquired, which the City may from time to time, authorize, designate or set apart for such use. Council may designate and set apart for use as playgrounds, playfields, gymnasiums, swimming pools, public baths and indoor recreation centers any lands or buildings owned by the City and not dedicated or devoted to other public use. The City may act in such manner as may be authorized or provided by law for the acquisition of lands or buildings for public purposes if the City uses lands or buildings therein for use as playgrounds, playfields, gymnasiums, public baths, swimming pools or indoor recreation centers.

The City Manager shall have all necessary authority to provide for the full time supervision and control of the recreation programs of the City and shall have authority to employ any and all necessary personnel to provide the recreational needs for the City.
