143.01 DEPARTMENT ESTABLISHED.
   A Department of Waterworks is hereby established, which shall administer, operate and maintain the waterworks and the water distribution system in accordance with the provisions of the Codified Ordinances and the operating code established under Section 143.02.

143.02 OPERATING CODE.
   The City Manager shall establish by-laws and regulations for the operation of the Department of Waterworks, which by-laws and regulations shall be called the operating code of the Department. This code shall have the same force and effect as duly enacted ordinances and may be amended or supplemented from time to time by the City Manager as he deems necessary.
