All expenses incurred in the operation of any activities necessary to meet the recreation needs of the residents of the City shall be payable from the treasury of the City. The City may annually appropriate and cause to be raised by taxation an amount for the purpose of equipping, operating, supervising and maintaining all existing public playgrounds, athletic fields, swimming pools, tennis courts, baseball diamonds, indoor recreation centers and other recreational facilities on or in any public grounds or buildings owned by the City or on or in any public grounds hereafter acquired, which the City may from time to time, authorize, designate or set apart for such use.
