A. Residential Building Charge: Each applicant for a building permit for a dwelling unit within the corporate limits of the city, which premises will be served by a connection with the sanitary sewer system of the city, shall make a payment to the sewer capital charge as a part of the building permit fee as follows:
Four hundred eighty four dollars ($484.00) per dwelling unit. The fee shall be adjusted on July 1 of each calendar year, rounded to the nearest whole dollar, based on a positive change in the ENR construction cost index for the one year period ending in April of the calendar year in which the adjustment is made. The finance director shall determine the applicable connection fees for each established connection fee district and the development services department shall maintain on file the fees effective July 1 of each calendar year.
Such a charge shall not be applicable for any lot on which the dwelling unit would be located which has paid a sewer capital charge as specified in section 7-8C-12 of this article.
This subsection shall not be applicable to remodeling, reconstruction or additions to existing single-family residential dwelling units, or remodeling or reconstruction of multiple-family residential dwelling units.
B. Nonresidential Building Charges: Each applicant for a building permit for construction of a nonresidential building within the corporate limits of the city, whose building is served by a connection with the sanitary sewer system of the city, shall make a payment to the sewer capital charge as a part of the building permit fee as follows:
Sixteen dollars ten cents ($16.10) per fixture unit connected to the sanitary sewer system. The fee shall be adjusted on July 1 of each calendar year, rounded to the nearest five cents ($0.05), based on a positive change in the ENR construction cost index for the one year period ending in April of the calendar year in which the adjustment is made. The finance director shall determine the applicable connection fees for each established connection fee district and the development services department shall maintain on file the fees effective July 1 of each calendar year.
For a new building which replaces an existing nonresidential building demolished within the previous twelve (12) months, the total fixture units connected will be reduced by the number of fixture units in the demolished building.
Fixture unit shall be computed from the table on file in the office of the city clerk.
C. Nonresidential Building Modification Charge: Each applicant for a building permit for the remodeling, additions to existing buildings or construction of additional buildings on the same commercial or industrial site shall pay a charge as a part of the building permit as specified in subsection B of this section for the number of fixture units connected to the sanitary sewer system increased through the remodeling, additions to existing buildings or construction of additional buildings on the same site.
D. Connection Of Existing Buildings: Each owner of an existing building which connects to the sewage system of the city shall pay the sewer capital charge as specified in subsection A or B of this section. (Ord. 1909, 2-22-2011)
