Each owner of property, which lies within the corporate limits of the city, who shall file a final plat shall pay to the city, prior to the release of the plat for recording at the county recorder's office, a sewer capital charge computed as follows:
For each lot of record located in a residential zoning district which provides for one detached single-family unit (e.g., single-family house, detached single-family townhome, or similar detached single-family residential living unit) per lot of record, the sum of eight hundred fifty five dollars ($855.00) per residential development lot. The fee shall be adjusted on July 1 of each calendar year, rounded to the nearest whole dollar, based on a positive change in the ENR construction cost index for the one year period ending in April of the calendar year in which the adjustment is made. The finance director shall determine the applicable connection fees for each established connection fee district and the development services department shall maintain on file the fees effective July 1 of each calendar year.
This section shall be applicable to all final plats filed after the effective date hereof. This section shall also be applicable to all final plats filed before the effective date hereof unless the public improvements within the plat are accepted by the city prior to September 1, 1990.
