1066.28 LITTERING; UNSIGHTLY OBJECTS.
   (a)   Rubbish. No person shall leave or scatter rubbish within the confines of any cemetery.
   (b)   Unsightly Objects. Unsightly objects erected or placed upon lots or graves, out of harmony with the general landscape design, as adopted by the City, or detrimental to adjoining lots, will not be permitted and whenever objects of such nature are placed on lots or graves, and whenever flowers or emblems become withered or unsightly, the City reserves the right to remove them without notice and no responsibility for their return to the owner will be assumed.

1066.29 ENCLOSURES.
   No fence, railing, coping, curb, wall, hedge or enclosure of any kind shall be located around or on any lot or grave in any cemetery and any installation of such kind in any cemetery shall be removed as rapidly as possible.

1066.30 REWARDS.
   The City shall pay a reward of one hundred dollars ($100.00) to any person who gives information which leads to the arrest and conviction of any person for violating Section 1066.16(c), 1066.18(c), 1066.18(f) or 1066.28(a). Whoever claims a reward pursuant to this section shall file a claim in writing with the City Clerk in which shall be stated the title of the court, the names of the parties, the court number of the case in which a person was convicted of a violation of this chapter and a statement of the information which was given which led to the arrest and conviction of such person. The City Clerk shall thereafter submit the claim to the Police Chief and the City Attorney for opinions as to whether the information given by the claimant led to the arrest and conviction of such person. Not more than one reward in the amount of one hundred dollars ($100.00) shall be given for any single arrest and conviction, or for multiple arrests and convictions for violations which occurred at the same time or substantially the same time. If more than one person has given information which led to the arrest and conviction of a violator of any of the above cited sections, the City Clerk shall pro-rate the amount of the reward in a reasonable manner under the facts and circumstances as they exist. Division of the reward shall be at the sole discretion of the City Clerk.
   Police officers and other employees of the City are not eligible for a reward under this section.
   Persons convicted of violations of this chapter shall not be eligible for a reward under this section.
