1066.21 VEHICULAR AND PEDESTRIAN TRAFFIC.
   (a)   Sightseeing or Heavy Vehicles. Sightseeing vehicles or other heavy or cumbersome vehicles shall not enter any cemetery without permission of the Superintendent of Cemeteries.
   (b)   Places of Entrance. No person shall enter, nor shall any vehicle be propelled or driven into, any cemetery except through the established gates and entrances thereof.
   (c)   Speed. No vehicle shall be driven in any cemetery at any time at a speed greater than is reasonable and proper under all circumstances, and in no event in excess of fifteen miles per hour.
   (d)   Operation on Roadways Only. No vehicle of any description shall be driven or propelled in any cemetery except upon those portions of the roadways set aside for vehicular traffic.
   (e)   Application of Traffic Code. The provisions of the Traffic Code, relative to the operation of vehicles and the conduct of pedestrians, shall apply and control in cemeteries, except as modified in this chapter.

1066.22 YOUNG CHILDREN.
   Children under the age of twelve years shall not be allowed in cemeteries unless accompanied by their parents or other adults, except for the purpose of placing flowers on the grave of a deceased relative or friend or performing any other customary evidence of respect in accordance with their religious principles.

1066.23 ANIMALS.
   No animal shall be allowed in any cemetery except in the confines of a vehicle. Such an animal must at all times be retained within the confines of such vehicle while the vehicle remains in the cemetery.

1066.24 PERSONAL CONDUCT.
   (a)   Decorum. Because cemetery ground is sacredly devoted to the interment and repose of the dead, strict observance of the decorum due to such a place will be required of all persons.
   (b)   Noise or Disorderly Conduct. No person shall make any improper noise or disturbance, use any profane or indecent language or conduct himself or herself in a disorderly manner within the limits of any cemetery.

1066.25 FOOD AND BEVERAGES.
   No person shall take any refreshment, food or intoxicating beverage of any kind into any cemetery, except such food and temperate beverages as may be required by workmen engaged therein.

1066.26 WEAPONS.
   No person shall take any firearm or explosive into any cemetery, except that military or other organizations may carry arms therein for the purpose of firing a salute over the grave at the burial of a member of their organization or upon observance of memorial services.

1066.27 SHORTCUTTING.
   Walking or driving through any cemetery grounds to property or land outside of any cemetery for the purpose of saving time or distance is strictly prohibited.

1066.28 LITTERING; UNSIGHTLY OBJECTS.
   (a)   Rubbish. No person shall leave or scatter rubbish within the confines of any cemetery.
   (b)   Unsightly Objects. Unsightly objects erected or placed upon lots or graves, out of harmony with the general landscape design, as adopted by the City, or detrimental to adjoining lots, will not be permitted and whenever objects of such nature are placed on lots or graves, and whenever flowers or emblems become withered or unsightly, the City reserves the right to remove them without notice and no responsibility for their return to the owner will be assumed.

1066.29 ENCLOSURES.
   No fence, railing, coping, curb, wall, hedge or enclosure of any kind shall be located around or on any lot or grave in any cemetery and any installation of such kind in any cemetery shall be removed as rapidly as possible.
