1066.14 PERPETUAL CARE.
   (a)   Fund Established; Deposits. There is hereby established a Perpetual Care Trust Fund in which shall be deposited all trust funds previously established for the care of cemeteries and that portion of the sale price set aside for perpetual care of lots or graves hereafter sold, together with any other gifts, grants, devises or bequests made for the purpose of assisting in the maintenance of cemeteries.
   (b)   Treasurer's Duties. It shall be the duty of the City Treasurer to keep an accurate record of the Perpetual Care Trust Fund account, including investments, and to see that the principal portion thereof is properly invested in accordance with resolutions of Council, and to advise Council when funds are available for investment in the amount of one thousand dollars ($1,000) or more.
   (c)   Council's Duties. It shall be the duty of Council, when funds are available for investment, to direct, by resolution, all purchases of securities for the Perpetual Care Trust Fund.
   (d)   Income. All income from investments held in the Perpetual Care Trust Fund shall be deposited to the Cemetery Maintenance Fund for use in providing perpetual care, as required herein.
   (e)   Sales Without Perpetual Care Prohibited. The rates established from time to time by Council for lots or fractions thereof shall include perpetual care. No sales or transfers shall be made hereafter without providing for perpetual care.
   (f)   Care Provided. The essential perpetual care that the City agrees to give shall consist of mowing of all lots and graves at reasonable intervals, resodding, seeding and filling in sunken graves, sodding the surface of graves to the lot level, removing dead flowers and trimming trees and shrubbery when necessary, raking and cleaning lots and straightening tilting stones or markers, but shall not include watering or repair or replacement of markers or memorial structures of any kind.

1066.15 TEMPORARY RULES.
   The Superintendent of Cemeteries shall have the right to establish temporary rules whenever, in his or her judgment, the best interests and safety of the public and the cemetery demand it, but must report such temporary rules to Council for action thereon at its next regular meeting.

1066.16 TREES, SHRUBS AND FLOWERS.
   (a)   Trimming. If any tree or shrubbery situated upon any lot, because of its roots, branches or otherwise, becomes detrimental to the adjacent lots or roadways of any cemetery, or is unsightly or inconvenient to pedestrians or vehicles, it shall be the right and duty of the Superintendent of Cemeteries to enter the lot and remove, cut back or trim such tree or shrubbery.

   (b)   Artificial Flowers. Artificial flowers are permitted provided that they are placed in a cone vase and secured with styrofoam or other base material. Artificial flowers may also be placed in a wrought iron plant stand or hanging from an approved shepherd's hook. Cut flowers may be in a cone vase placed directly behind the headstone. Artificial flowers shall include, but not be limited to, silk flowers.

   (c)   Injuring or Removing. No person shall cut, remove, injure or carry away any flower, shrub, tree, plant, vine or other growing thing in or from any cemetery.

1066.17 INTERMENTS AND DISINTERMENTS.
   (a)   In General. No person shall inter anything, other than the remains of human bodies, in any cemetery, and no person shall inter any deceased human in any place other than within a cemetery devoted to that purpose.
   (b)   Permit Required. No interment or disinterment will be permitted without a permit, as required by law.
   (c)   Disinterment Requests. The City holds that a lot or grave once used for a burial thereby becomes sacred ground and the City shall refuse to allow the body buried therein to be disinterred except by order of the husband, wife, father, mother, son or daughter of the deceased. The City reserves the right to refuse any such request.
   (d)   Opening and Closing Graves. All graves will be opened and closed by City employees under the direction of the Superintendent of Cemeteries.
   (e)   Two or More Persons in One Grave. The burial of two or more persons in one grave is prohibited, except for a mother and infant, if buried at the same time, or twin children buried on the same day, and except by permission of the Superintendent.
   (f)   Remuneration Prohibited. No owner of any lot shall allow any interment to be made in any cemetery for remuneration.
   (g)   Errors. Under no circumstances will the City assume responsibility for errors in opening graves when orders are given by telephone. Orders by undertakers for the opening of graves will be considered as orders from the lot owners.

1066.18 GRAVES, MARKERS, MONUMENTS, MAUSOLEUMS, ETC.
   (a)   Grave Mounds Prohibited. No grave mounds shall hereafter be permitted and all graves shall be sodded level with the lawn. Present grave mounds shall be removed and graves sodded over as rapidly as possible.
   (b)   Irregular Appearance of Graves. No grave shall be placed so as to have an irregular appearance with graves in the same or adjoining lots.
   (c)   Injuring Markers, Etc. No person shall deface, injure, disturb, mark or write upon any marker, monument, headstone, fence or structure in any cemetery.

   (d)   Location of Monuments and Headstones. No monument or headstone shall be permitted except in Blocks or Sections A, B, C, D, E, F, G, K, L, M, S and T of Glenwood Cemetery. All such monuments and headstones shall be set on concrete foundations and shall be made of granite, marble or bronze of such size, shape and design and bearing such insignia, lettering or wording as may be approved by the Superintendent of Cemeteries.

   (e)   Materials for Markers; Specifications. All grave markers shall be made of bronze, granite or marble, shall be set flush with the ground on concrete foundations and shall be of such size, shape and design and bear such insignia, lettering or wording as may be approved by the Superintendent of Cemeteries.
   (f)   Injuring Vases, Etc. No person shall injure or destroy, take or carry away any vase, flower pot or other container or ornament that may have been placed in a cemetery, except such items as were originally brought in by the party so removing them.
   (g)   Mausoleums. The construction or placing of mausoleums upon lots in cemeteries, after the effective date of this chapter (Ordinance 16, passed September 1, 1964) is prohibited.

1066.19 FUNERALS.
   (a)   Direction. All funerals, interments and disinterments in any cemetery shall be under the direction of the Superintendent of Cemeteries.
   (b)   Notice. Notice of a funeral, with the exact location of the grave, must be furnished to the Superintendent a reasonable time in advance of the interment.
   (c)   Strangers in Funeral Zones Prohibited. Strangers shall not approach the grave at which a funeral is being conducted. When deemed necessary by the Superintendent, or upon request of the lot owner or his or her representative, a funeral zone may be established and properly marked and no person, other than persons attending the funeral, will be permitted to trespass within its boundaries.
   (d)   Suspension of Work. Workmen must suspend their labor within the immediate vicinity of a funeral until the conclusion of all of such services.

1066.20 VISITING HOURS.
   No person shall enter or remain within any cemetery between one-half hour after sunset and 8:00 a.m. of the following day, except workmen employed by the City. An earlier closing time may be established when approved by the Cemetery Committee and posted by the Superintendent of Cemeteries.
