SEC. 240.   PROHIBITED CROSSING.
240.   PROHIBITED CROSSING.Pedestrians crossing a street in the business district shall cross in the crosswalks only.
SEC . 241.   PEDESTRIANS ON LEFT.
241.   PEDESTRIANS ON LEFT.Where sidewalks are provided, it shall be unlawful for any pedestrian to walk along and upon an adjacent roadway. Where sidewalks are not provided, pedestrians shall at all times when walking on or along a roadway walk on the left side of such roadway. [Ref. Iowa Code §321.326]
SEC. 242.   WHITE CANES RESTRICTED TO BLIND PERSONS.
242.   WHITE CANES RESTRICTED TO BLIND PERSONS.For the purpose of guarding against accidents in traffic, on the public thoroughfares of this City it shall be unlawful for any person except persons wholly or partially blind to carry or use on the streets and public places of this City any white canes or walking sticks which are white in color or white tipped with red. [Ref. Iowa Code §321.332]
SEC. 243.   DUTY OF DRIVERS.
243.   DUTY OF DRIVERS.Any driver of a vehicle or operator of a motor-driven vehicle who approaches or comes in contact with a person wholly or partially blind carrying a cane or walking stick white in color or white tipped with red, or being led by a guide dog wearing a harness and walking on either side of or slightly in front of said blind person, shall immediately come to a complete stop, and take such precautions as may be necessary to avoid accident or injury to the person carrying a cane or walking stick white in color or white tipped with red or being led by a guide dog. SEC. 244.   PENALTIES.
244.   PENALTIES.Any person who shall carry a cane or walking stick such as prescribed in Section 242 contrary to the provisions hereof, or who shall fail to heed the approach of a person lawfully so carrying a cane or walking stick white in color or white tipped in red, or being led by a guide dog, or who shall fail to immediately come to a complete stop, and take such precautions against accident or injury to such person, shall be fined not less than one dollar nor more than one hundred dollars for each offense. SEC. 245.   PEDESTRIANS SOLICITING RIDES.
245.   PEDESTRIANS SOLICITING RIDES.No person shall stand in a roadway for the purpose of soliciting a ride from the driver of any private vehicle.
Nothing in this section or ordinance shall be construed so as to prevent any pedestrian from standing on that portion of the highway or roadway, not ordinarily used for vehicular traffic, for the purpose of soliciting a ride from the driver of any vehicle. [Ref. Iowa Code §321.331]
