SEC. 501.   PROJECTING LOADS ON PASSENGER VEHICLES.501.   PROJECTING LOADS ON PASSENGER VEHICLES.
No passenger-type vehicle shall be operated on any highway with any load carried thereon extending beyond the line of the fenders of the left side of such vehicle nor extending more than six inches beyond the line of the fenders on the right side thereof. Passengers shall not ride on any part of any vehicle unless it is expressly designed either for passenger use or designed for carrying livestock, merchandise, or freight.
The load upon any vehicle operated alone, or the load upon the front vehicle of a combination of vehicles, shall not extend more than three feet beyond the front wheels of such vehicle or the front bumper of such vehicle if it is equipped with such a bumper.

SEC. 502.   SPILLING LOADS ON STREETS OR ALLEYS.502.   SPILLING LOADS ON STREETS OR ALLEYS.
No vehicle shall be driven or moved on any highway, street, or alley unless such vehicle is so constructed or loaded as to prevent any of its load from dropping, sifting, leaking, or otherwise escaping therefrom, except that sand may be dropped for the purpose of securing traction, or water or other substance may be sprinkled on a roadway in cleaning or maintaining such roadway. SEC. 503.   SPILLING LOAD MATERIALS ON STREET.503.   SPILLING LOAD MATERIALS ON STREET.
All trucks, wagons, or other vehicles of whatever kind or nature, used for transporting of sand, gravel, cinders, crushed rock, or other like or similar materials shall be equipped with a box or body to contain such material or materials which said box or body shall be tight or sealed in such a manner that no such material or any portion thereof shall leak or be involuntarily discharged onto any street or public alley within the corporate limits of the City of Waterloo.
No such vehicle equipped as before stated shall be loaded beyond that point where any portion of the load of sand, gravel, cinders, crushed rock, or other like or similar materials, reaches above and beyond a point not less than six inches from the lowest point of the top perimeter of the box or body of said truck, wagon, or other vehicle, unless the entire top of said vehicle box or body shall be covered with canvas, tarpaulin, wood, or other material which said top or other material, shall be firmly lashed or fastened to said box or body to prevent the accidental loss of any portion of said load.
