It is a simple misdemeanor for any person:
1. To display or cause or permit to be displayed or have in the person's possession a canceled, revoked, suspended, fictitious, or fraudulently altered driver’s license or nonoperator's identification card.
2. To lend that person's driver’s license or nonoperator's identification card to another person or knowingly permit the use of the license by another.
3. To display or represent as one's own a driver’s license or nonoperator's identification card not issued to that person.
4. To fail or refuse to surrender to the department upon its lawful demand driver’s license or nonoperator's identification card which has been suspended, revoked, or canceled.
5. To permit an unlawful use of a driver’s license or nonoperator's identification card issued to that person.

DRIVING WHILE LICENSE DENIED, SUSPENDED OR REVOKED.
Repealed as the Iowa Legislature made this a serious misdemeanor as of 7/1/95.

A person shall not operate a motor vehicle upon the streets of this city with an expired motor vehicle license. The scheduled fine for violation of this section is Thirty Dollars ($30.00). (Ord. #4247, 8/18/97; ’99 Rev.; Ord. #4552, 5/20/02) [Ref. Iowa Code §321.174A]
No person shall rent a motor vehicle to any other person unless the latter person is then duly licensed hereunder or, in the case of a nonresident, then duly licensed under the laws of the state or country of residence except a nonresident whose home state or country does not require that an operator be licensed. Every person renting a motor vehicle to another shall keep a record of the registration number of the motor vehicle so rented, the name and address of the person to whom the vehicle is rented, the number of the license of said latter person and the date and place when and where the license was issued. The record shall be open to inspection by any peace officer. ('91 Rev.) [Ref. Iowa Code §321.224]
A person shall not rent a motor vehicle to another person without inspecting the driver’s license of the person to whom the vehicle is to be rented and doing all of the following:
1. A comparison and verification of the signature on the driver’s license with the signature of such person written in the inspecting person's presence.
2. A comparison and verification of the person to whom the motor vehicle is to be rented with the photograph and other identification information on the person's driver’s license.
3. A determination that the driver’s license of the person to whom the vehicle is to be rented is valid for operating the vehicle to be rented.
