"Extermination" means the control and elimination of insects, rodents or other pests by eliminating their harborage places, by removing or making inaccessible materials that may serve as their food; by poisoning, spraying, fumigating or trapping; or by any other recognized and legal pest elimination methods approved by the City Board of Health.

"Garbage" means any and all dead animals of less than twenty pounds in weight except those slaughtered for human consumption; every accumulation of waste, animal, vegetable and/or other matter, that results from the preparation, processing, consumption, dealing in, handling, packing, canning, storage, transportation, decay or decomposition of meats, fish, fowl, birds, fruits, grains, or other animal or vegetable matter, including, but not by way of limitation, used tin cans and other food containers; and all putrescible or easily decomposable waste animal or vegetable matter which is likely to attract flies or rodents; except, in all cases, any matter included in the definitions of bulky waste, construction debris, hazardous waste, rubbish or stable matter.

"Hazardous waste" means any chemical, compound, mixture, substance or article which is designated by the United States Environmental Protection Agency or appropriate agency of the State to be "hazardous" as that term is defined by or pursuant to federal or State law.

"Housing Code" or "Code" as used herein means Ordinance 4903/55, passed December 19, 1955, as amended, which is codified as Title Thirteen of this Part Thirteen - Building Code. The Housing Code may be referred to as the "Environmental Health Housing Code."
