15.14.010: LOCATION REQUIREMENTS:
No accessory sign, signboard, bulletin board, or other advertising structure or device shall be erected, constructed, established, maintained or otherwise permitted to exist except as permitted in individual zoning districts codified as title 19 of this code, in another regulatory section of this sign code, or as follows:
A.   Churches, schools and other institutions permitted in the FE, R-1, R-2, R-3 and C-1 zoning districts shall be permitted to have one freestanding sign or one sign attached to a building per street frontage which shall not exceed fifty (50) square feet in area per sign, shall not be located on public right of way, and shall observe a twenty five foot (25') sight triangle requirement at all street, alley and driveway intersections.
B.   Churches, schools and other institutions permitted in other zoning districts shall be subject to the sign regulations governing those districts.
C.   Bulletin boards or signs in the FE, R-1, R-2, R-3 and C-1 zoning districts pertaining to the lease, rental or sale of the building or premises shall be permitted, provided said signs shall not exceed six (6) square feet in area, shall be limited to one such sign per street frontage, and shall be removed as soon as the premises are leased, rented or sold.
D.   Bulletin boards or signs in the C-2 and C-3 zoning districts pertaining to the lease, rental or sale of the building or premises shall be permitted, provided said signs shall not exceed sixteen (16) square feet in area, shall be limited to one such sign per street frontage, and shall be removed as soon as the premises are leased, rented or sold.
E.   Bulletin boards or signs in the C-4 and C-5 zoning districts pertaining to the lease, rental or sale of the building or premises shall be permitted, provided said signs shall not exceed forty (40) square feet in area, shall be limited to one such sign per street frontage, and shall be removed as soon as the premises are leased, rented or sold.
F.   One bulletin board or sign per street frontage advertising lots or structures for sale in a new subdivision development shall be permitted provided such sign shall not exceed twenty (20) square feet in area.
G.   Such signs permitted in subsections A through F of this section may be lighted only in conformance with the regulations of the individual zoning district.
H.   There shall be no limit to the number, size or type of signs located within an enclosed building or erected in a location where said signs cannot be viewed from the exterior of the premises.
I.   The city council may authorize placement of permanent signs identifying entrances to a neighborhood area. Design and location of said signs should be in harmony with the surrounding area and should not constitute a traffic hazard. (Ord. 1147, 2015)
15.14.020: NUMBER PERMITTED:
Commercial developments shall be permitted to have accessory signs according to the following standards:
A.   A townhouse or multiple-family dwelling complex containing twenty (20) or more units may have one freestanding ground sign per street frontage identifying the complex, provided said sign shall have a maximum height of six feet (6'), shall have a maximum area of ten (10) square feet, and shall be lighted from within a translucent face. No flashing or intermittent lighting shall be permitted.
B.   In the C-1 suburban office and C-2 restricted commercial zoning districts, the following signs are permitted:
   1.   One ground sign per street frontage; and
   2.   One nameplate for each occupant, which shall be mounted on the building.
C.   In the C-3, C-4 and C-5 zoning districts, the following signs are permitted:
   1.   One ground sign or freestanding sign per street frontage;
   2.   One of the following per freestanding structure with only one occupant: canopy sign, combination sign, fascia sign, parapet wall sign, projecting sign, or wall sign advertising the business conducted on the premises;
   3.   Where a group of businesses occupies the same structure, each of the occupants having street or outside exposure shall be permitted to have one of the sign types listed in subsection C2 of this section per occupant; provided that the occupant of an enclosed shopping facility with no street frontage or exposure shall be permitted to place a wall sign which shall not exceed thirty six (36) square feet in area on the outside wall of the structure in conformance with the general location standards of this title. 15.14.030: FREESTANDING GROUND SIGN AND POLE SIGN DIMENSIONS:
A.   Freestanding ground signs in the C-1 and C-2 zoning districts shall have a maximum height of six feet (6') and a maximum size of ten (10) square feet.
B.   Freestanding ground signs in the C-3 zoning district shall be subject to the following:
   1.   Maximum height: Twenty feet (20');
   2.   Maximum size: Two (2) square feet of sign structure for each linear foot of property fronting on the street, but not to exceed a total of two hundred (200) square feet of area per sign face.
C.   All pole signs are prohibited except as provided for in section 15.04.095 of this title.
D.   Freestanding ground and improved pole signs in the C-4 and C-5 zoning districts shall be subject to the following:
   1.   Maximum height: Forty feet (40');
   2.   Maximum size: Two (2) square feet of sign area for each linear foot of property fronting on the street, but not to exceed a total of four hundred (400) square feet of area per sign face. (Ord. 1147, 2015)
