701.06. Contents of license; duplicate.
   A license shall be issued to each licensee entitled to receive the same, setting forth the date when issued, the date of expiration, the name and address of the licensee, the purpose for which the license is issued and the location of the place of business or amusement to be licensed. Except with the written approval of the Director of Finance, or his duly authorized representative, no person, society, club, firm, organization or corporation shall engage in any occupation or amusement required to be licensed at any location other than that designated in the license. No license shall be transferred except with the written approval of the Director of Finance or his duly authorized representative. For any duplicate of a license, the fee shall be ten dollars ($10.00).

701.07. Duration of license.
   (a)   Unless provided otherwise in this Business Regulation Code, all annual licenses issued pursuant to this Code shall expire on March 31 of each year.
   (b)   Unless provided otherwise in this Code, no license fee shall be prorated.

701.08. Posting of license.
   Every license issued for the purpose of conducting a business or occupation and having designated thereon a particular place or location which such business or amusement so licensed is to be conducted, shall be posted in a conspicuous place near the entrance thereof and when such license has expired it shall be removed. No person named in a license required to be posted as provided in this section shall fail to comply with the provisions of this section.

701.09. Suspension, revocation and renewal refusals of license.
   (a)    In addition to any penalties otherwise provided, the Director of Finance shall revoke, suspend or refuse to renew a license issued pursuant to Part Seven, Business Regulation Code, if he is satisfied that any of the following has occurred:
      (1)   The licensee has violated any provision of this Code, or
      (2)   The licensee has violated any ordinance of the City relating to the particular matter for which such license was issued, or
      (3)   The licensee has violated any law of the State relating to the particular matter for which such license was issued, or
      (4)   The licensee has violated any proper rule or regulation of any department or officer of the City or State relating to the particular matter for which such license was issued, or
      (5)   The licensee has operated the licensed business in a manner which demonstrates a disregard for the ordinances of the City and laws of the State and such disregard creates a condition which is offensive to the preservation of public health, safety, morals, peace or general welfare.
      (6)   The licensee has been found liable pursuant to or convicted of Chapter 796 of this Code, or Section 545.22 of this Code, or any other wage-related provisions of state, or federal law, including but not limited to the Ohio Constitution, Ohio Revised Code, and the Fair Labor Standards Act.

701.10. Appeals.
   (a)   In the event that no provision of this Business Regulation Code states otherwise, any person, society, club, firm, partnership, organization or corporation whose application for a license under this Code is denied by the Director of Finance, shall be notified in writing of the denial by the Director of Finance. Such person, society, club, firm, partnership, organization or corporation may appeal the denial to a Board of Appeals comprised of the Director of Law, who shall act as Chair of the Board of Appeals, the Director of Public Safety and the Director of Public Service, or their selected representatives. A written request for an appeal hearing shall be submitted to the Director of Finance within ten days after receipt of the application denial notice.
   (b)   The Director of Finance may suspend, revoke or refuse to renew any license issued to any person, society, club, firm, partnership, organization or corporation under the provisions of this Code for a violation of any provision of this Code. Any person, society, club, firm, partnership, organization or corporation whose license has been revoked by the Director of Finance shall be notified in writing of the revocation by the Director of Finance. Such person, society, club, firm, partnership, organization or corporation may appeal the revocation to the Board of Appeals created in subsection (a) hereof. A written request for an appeal hearing shall be submitted to the Director of Finance within ten days after receipt of the license revocation notice.
   (c)   A Board of Appeals, as herein established, shall hear any appeal, pursuant to subsections (a) or (b) within thirty days from the date the request for appeal is received by the Director of Finance. The Board shall have the power to sustain, modify or reverse the decision of the Director of Finance. The Board's decision shall be in writing and sent to the appellant/applicant or his/her legal representative, within fifteen days after the hearing is concluded. The action of the Board of Appeals is final. A quorum of the Board shall consist of a majority of the members of the Board.

701.11. Additional fee for delinquent licenses.
   Any license required by this chapter which is not obtained by the required date shall be deemed to be delinquent. The fee to be paid for a license more than thirty days delinquent shall be increased by twenty-five percent (25%). This provision does not waive any other penalties provided for in this chapter and shall be in addition thereto.

701.99. Penalty.
   (a)   Whoever violates any provision of this Part Seven -Business Regulation Code for which no other penalty is provided is guilty of a misdemeanor of the third degree.
   (b)   Whoever violated Section 701.08 is guilty of a minor misdemeanor.
   (c)   Each day that any person, society, firm, club, partnership, organization or corporation is in violation of any provision of Part Seven - Business Regulation Code, shall constitute a separate offense.
