A license shall be issued to each licensee entitled to receive the same, setting forth the date when issued, the date of expiration, the name and address of the licensee, the purpose for which the license is issued and the location of the place of business or amusement to be licensed. Except with the written approval of the Director of Finance, or his duly authorized representative, no person, society, club, firm, organization or corporation shall engage in any occupation or amusement required to be licensed at any location other than that designated in the license. No license shall be transferred except with the written approval of the Director of Finance or his duly authorized representative. For any duplicate of a license, the fee shall be ten dollars ($10.00).
