The City Engineer is authorized and required to grant a permit to any public utility to install, repair, maintain, remove or replace any pole, wire, cable, anchor, pipe or conduit, or to remove or trim any tree, in any public highway or ground within the city, on the terms hereinafter set forth. Any fees or deposits associated with such permit shall be in accordance with the provisions of § 1424.11.

Application for any such authority shall be in writing. The City Engineer may require such written or oral description of the proposed work as he or she may find necessary for the purposes of this chapter, and shall inspect the site of the proposed work.

If the City Engineer finds that the proposed work is reasonably necessary in the conduct of the utility’s business, and can be done without damage, danger or unreasonable inconvenience to the public, he or she shall issue a written permit therefor; otherwise, he or she shall refuse such permission.
