Acceptance of such permit, whether such acceptance is written or otherwise, by the utility applying therefor, or performing any work covered by such permit, shall constitute an agreement by the public utility to perform such work promptly, safely and in a workmanlike manner, to provide all necessary or appropriate guards and devices for the protection of the public during the progress of the work, to restore the site of the work to its condition prior to the commencement thereof, except for such changes as are authorized by the permit, and to save the city harmless from all claims, liabilities or damages growing out of the issuance of the permit or the performance of work thereunder.
