§ 1250.17 UTILITY CONSTRUCTION.
   (a)   In connection with the construction of utilities within any dedicated street or in any street to be dedicated as a part of a subdivision, the owner and contractor shall plan the work so as to present a minimum of inconvenience to the normal flow of traffic. The contractor shall submit a written plan of operation to the City Engineer and obtain written approval of the plan before beginning construction.
   (b)   Failure to obtain such approval shall be sufficient reason for the City Engineer to stop the work. Where any trenches cross the traveled portion of a street that is kept open to traffic, the contractor shall furnish and install, at no cost to the city, a steel plate satisfactory to the City Engineer to ensure the smooth passage of normal traffic flow.
