   111.01 REGULAR MEETINGS.
   (a)   Regular meetings of Council shall be held on the first and third Monday of every month at 7:00 p.m. unless such Monday falls on a legal holiday or unless otherwise designated. If any Monday is a declared legal holiday, the meeting shall be on the next regular business day at 7:00 p.m. unless otherwise decided by a majority of Council.
   (b)   Upon motion and a majority vote of members, Council can change the time of any regular Council meeting. Any meeting may be adjourned to a time certain without the necessity of further notice. At least one regular meeting per month must be held as set forth in Section 4.08 of the Village Charter.

   111.02 RULES AND REGULATIONS.
   (EDITOR’S NOTE: Pursuant to Resolution 38-2008 Council has adopted Rules and Regulations for Council. Copies are on file with the Clerk-Treasurer.
   111.03 SALE OF SURPLUS REAL PROPERTY.
   (a)   Council and Mayor shall exercise henceforth its full powers of home rule and specifically may authorize the sale of surplus real property owned by the Village without the necessity of public competitive bidding, when such property is not needed for a municipal purpose, and when such sale is in the best interests of the Village.
   (b)   This procedure, in the specific exercise of home rule, does not preclude the use of competitive bidding, should Council in its discretion, deserve to utilize such procedure in the sale of surplus Village real property.
