Council shall be composed of seven (7) members. One member shall be elected by the electors of each of the four districts herein provided, and three members shall be elected by the electors of the Village at large.
The term of a councilman shall be four (4) years, beginning on January 1 next following his election, and he shall hold office until his successor is elected and qualified.
At the next regular meeting of Council following the date on which these Charter amendments are approved by the electors, Council, by a majority vote of all the members, shall elect a seventh councilman, whose term shall commence January 1, 1960, and expire December 31, 1961, and he shall hold office until his successor shall be elected and qualified.
At the general election to be held in November, 1961, and every four years thereafter, four (4) councilmen shall be elected, one from each of the four districts. At the general election to be held in November, 1963, and every four years thereafter, three (3) councilmen will be elected, each as councilmen at large.
