Council shall appoint a Clerk who shall serve during the pleasure of Council, and who may be a nonresident of the Village. The Clerk shall attend all meetings of Council, keep such records and perform all other duties prescribed for him by Council and the laws of the State of Ohio. Council may appoint a Deputy Clerk to perform all duties of the Clerk during his absence or disability. The Treasurer may be appointed as Clerk of Council.
