SECTION 4.16. VACANCIES.
   Whenever the office of a councilman shall become vacant for any reason, the vacancy shall be filled by majority vote of all the remaining members of Council. If the vacancy is in an office of a councilman representing a district, such vacancy must be filled from that district. If the vacancy occurs in the office a councilman at large, such vacancy can be filled from any district within the Municipality.
   A vacancy in the office of President of Council or Vice-President of Council shall be filled by a majority vote of the remaining members of Council.
   In the event Council should fail to fill a vacancy in the office of councilman or in the office of President of Council or Vice-President of Council within thirty (30) days from the date of such vacancy occurring, then the power of Council to do so shall lapse and the Mayor shall fill it by appointment.
   The person elected or appointed to fill a vacancy shall have the qualifications for the particular office specified in Section 4.04 of the Charter, and shall hold office for the unexpired term, and until his successor is elected and qualified.
