Council may establish additional departments, boards, and offices as the needs of the Village may require, and, except for those established herein, may abolish or combine in any manner as it deems necessary.
Where organization, powers and duties of departments, boards and commissions are not expressly provided herein, they shall be as provided by resolution or ordinance of Council.
