All sidewalks, curbs and gutters which may hereafter be constructed upon any street, avenue or alley in the city, whether ordered to be constructed by the city council or constructed under the laws governing special improvement districts, or installed by any contractor, or property owner or otherwise, shall be constructed under the supervision, direction and inspection of the director of public works and out of such materials as may be prescribed by him. The director of public works shall be charged with the enforcement of all ordinance provisions relating to sidewalks, curbs and gutters and is hereby authorized to enforce such ordinance provisions.
