No person shall construct any sidewalk, curb or gutter on any street, avenue or alley in the city without a permit from the director of public works. Furthermore, it shall be unlawful to construct or maintain any opening or stairway in any sidewalk without a permit from the city. Applications for permits may be made by the owners or by the parties employed by the owners of the property to do the work. The application for a permit must state the location, the name of the owner, the number of the lot and block abutting upon the sidewalk, curb or gutter to be built. Application forms and permits may be obtained at the city hall. If the application is approved by the director of public works, a permit will be issued. A permit shall cover only contiguous construction and work to be performed as one continuous operation. (Ord. 416, 1-3-1994)
