Each Commissioner shall serve a term which shall run concurrently with the term of the member of the Board of Supervisors who appointed that Commissioner. The Commissioner's term shall expire on the date of expiration of the term of the appointing member of the Board of Supervisors or at such time as he or she ceases to hold office, whichever occurs first. Any Commissioner whose term has expired shall continue to discharge his or her duties as a Commissioner until his or her successor has been appointed. The reelection of the appointing member of the Board of Supervisors for a succeeding term shall not automatically extend the term of any member of the Commission.

A person appointed to the Commission shall meet the following requirements:
(a) Be a resident of either District 3 or District 5 in the County of San Diego; and
(b) Demonstrate an interest in and knowledge of issues relating to gang violence.

(a) A vacancy shall be recognized before the expiration of the term for any Commissioner who:
(1) Dies.
(2) Resigns.
(3) Ceases being a resident of District Three or District Five.
(4) Has unexcused absences from more than half of the regularly scheduled full Commission meetings in any 12-month period.
(b) When the Commissioner falls into category (4) as designated above, the Commission Chairperson shall notify the Commissioner and the Board member who appointed the Commissioner that the position is deemed vacant.
(c) If a vacancy occurs in mid-term, the new appointee shall serve for the expired term of the Commissioner being replaced.

(a) Officers. The Commission shall select annually from its membership a Chair, Vice Chair and other officers as deemed necessary for the conduct of its business. Officers will be elected at the first regularly scheduled meeting of each calendar year.
(b) By-laws. The Commission shall prepare and adopt by-laws governing the conduct of business as prescribed herein. The by-laws must be approved by County Counsel and accepted by the Board of Supervisors.
(c) Quorum. A majority of members currently appointed to the Commission shall constitute a quorum. Any official action or position adopted by the Commission requires passage by a quorum vote. A majority of members in attendance shall be required to carry all other motions or approvals.
(d) Minutes. The Commission shall keep written minutes of its meetings, a copy of which shall be filed with the Clerk of the Board of Supervisors.
(e) Meetings. The Commission shall establish a regular meeting schedule, meeting at least four times a year, and shall give public notice of the time and place of meetings in compliance with the requirements of the Brown Act. All meetings of the Commission, including any ad hoc committees or other committees appointed by the Commission, shall be governed by the Brown Act.

(a) Ad Hoc Committees. The Commission may appoint committees for the purpose of carrying out the functions and duties of the Commission. Any committee appointed shall consist of not fewer than three individuals, including at least one Commissioner. The actions and recommendations of the committees shall not be deemed the action of the Commission and shall in no way bind the Commission or its members. The committee shall cease to exist on completion of its assignment.
(b) Volunteer and Consultant Services. The Commission may engage the services of volunteer workers and consultants without salary as it may find necessary from time to time. Service of an individual as a volunteer worker or as a consultant shall not be considered as service for or employment by the County.

Members of the Commission shall serve without compensation and shall not be reimbursed for expenses other than mileage. Members of the Commission are hereby designated as eligible to receive mileage reimbursement for travel incurred in performing the duties assigned to them under this Code.

The Commission shall have the following duties and responsibilities:
(a) To serve as a resource to the Board of Supervisors on gang issues in the region.
(b) To coordinate efforts and hear presentations from community partners and stakeholders regarding programs aimed at ending gang violence.
(c) To establish and adopt a regional plan, for approval by the Board of Supervisors, that incorporates current and proposed programs, in coordination with local law enforcement efforts and targets prevention, intervention and suppression of gang violence in the region.
(d) To identify and research grants from all levels of government and private sources for carrying out the functions of the Commission.
(e) To form subcommittees to analyze issues of gang involvement, including, but not limited to the categories outlined in section 84.401(a).
(f) To network with other jurisdictions on gang related issues.
(g) To hold a minimum of four meetings per year in either District Three or District Five.
(h) To conduct other duties and functions as assigned by the Board of Supervisors.
