(A) At any time it shall be unlawful to permit any vehicle to stand in any of the following places except when necessary to avoid conflict with other traffic, emergency vehicles, or in compliance with the directions of a policeman, a traffic enforcement officer, or a traffic control device:
(1) In any intersection.
(2) In a crosswalk.
(3) Upon a bridge or viaduct or the approach thereto.
(4) At any place where the vehicle would block the use of a driveway.
(5) Within 50 feet of the nearest rail or railroad grade crossing.
(6) Within 20 feet of the driveway entrance to any Fire Department station and on the side of the street opposite the entrance to any such station within 75 feet of such entrance when properly posted.
(7) On any sidewalk or parkway.
(8) At any place where official signs prohibit parking.
(9) At any place so designated and marked by red or yellow paint by the Board of Commissioners by order or ordinance.
(10) In any fire lane, or in front of, or within 10 feet of, a fire hydrant or stand pipe.
(B) No vehicle shall be parked with the left side of such vehicle next to the curb, except on one-way streets, and it shall be unlawful to stand or park any vehicle in a street other than parallel with the curb and with the two right wheels of the vehicle within 12 inches of the regularly established curb line, except upon those streets that have been marked for angle parking, vehicles shall be parked at the same angle to the curb indicated by such markings.
(C) It shall be unlawful to stand a passenger vehicle in a loading zone for a period of time longer than is necessary for the loading or unloading of passengers, and it shall be unlawful for the driver of any freight carrying vehicle to stand said vehicle in a loading zone for a period of time longer than is necessary to load and unload said vehicle.
(D) It shall be unlawful to stand any vehicle along the curb before the entrance to any hospital or hotel at any time.
(E) It shall be unlawful to stand any vehicle along the curb before the entrance to any theater at any time the theater is open for business.
(F) No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than 10 feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand, or park a vehicle within an alley in such a position as to block the driveway entrance to an abutting property.
(G) No vehicle other than a licensed taxicab shall be parked in any area designated as a cab stand; and no vehicle other than a bus shall be parked in a place designated as a bus loading zone.
(H) It shall be unlawful for the owner or operator of any commercial motor vehicle having a load capacity in excess of one ton to park same at any time on residential streets of the city except when engaged in the expeditious loading or unloading of said truck or other motor vehicle. It shall be unlawful for the owner or operator of any commercial motor vehicle having a load capacity in excess of one ton to park same on any street for more than 24 hours. This paragraph shall be construed to include the trailer of a tractor-trailer vehicle.
(I) No motor vehicle shall park in the opposite direction from the regular flow of traffic on that particular side of the street.
(J) No person shall park a vehicle within any area designated as a towing zone.
(K) (1) It shall be unlawful to park any vehicle or to permit a vehicle to remain parked in any non- metered regulated parking zone on the north side of Main Street between First Street and Madison Avenue and on the north side of Irvine Street between First Street and Second Street for a period of more than one hour between the hours of 8:00 a.m. and 5:00 p.m. except on Sundays and holidays.
(2) It shall be unlawful to park any vehicle or to permit a vehicle to remain parked in any other non-metered regulated parking zone in the Central Business District of the city for a period of more than two hours between the hours of 8:00 a.m. and 5:00 p.m. except on Saturdays, Sundays and holidays (The term HOLIDAY shall mean a day when the City Hall is closed, or those days designated by an act of Congress, or the State Legislature, or the Board of Commissioners).
(L) It shall be unlawful to park any vehicle in any parking meter zone without paying the fee designated or to permit such vehicle to remain for a longer period than that covered by the amount paid.
(M) It shall be unlawful to park any vehicle in any parking meter zone or non-metered regulated parking zone for the purpose of selling the vehicle or vending from the vehicle, excluding vehicles licensed to be in a farmers market.
(N) Each vehicle parking within any parking meter zone shall park within the line or markings so established. It shall be unlawful to park any vehicle across any such line or marking.
(O) No person shall deposit or attempt to deposit in any parking meter any slug, button, or any other device or substance as substitute for coins of united states currency.
(P) There shall be established “handicapped parking” places within the heart of the Central Business District whereby it shall be unlawful to park any vehicle that is not marked as being driven by a handicapped person. Handicapped parking spaces are in effect 24 hours a day.
(Q) A person with disabilities which limit or impair the ability to walk, as defined in KRS 186.042, and as qualified therein, may park for two hours in excess of the limits established herein. Such persons as qualified in KRS 186.042 may also park within any legal parking space within the Central Business District for two hours in excess of the limits established herein.
(R) It shall be unlawful to move a vehicle within the same block for the purpose of avoiding having the tires marked by traffic enforcement officers. It shall be unlawful to move a vehicle to the opposite side of the street within the same block for the purpose of avoiding having a tire marked by the traffic enforcement officer. It shall be unlawful to move a vehicle from one block to another block on a street to avoid having the tire marked by the traffic enforcement officer. Once the vehicle has tires marked it must exit the street. The rotation of vehicles for any of the above violations shall be a ticketable offense, which ticket shall be issued at the discretion of the traffic enforcement officer of the city.
(S) It shall be unlawful for any vehicle to remain parked from the hours of 2:00 a.m. to 6:00 a.m. on Main Street from Lancaster Avenue to Collins Street.

(A) There is hereby created two one-hour non-metered parking spaces on Main Street between S. First Street and S. Madison Avenue. The one hour spaces shall be the first parking spaces at the ends of the block exclusive of the loading zone on the west end of the block created by Order 94-111.
(B) There shall be a two hour free parking limit in all other non-metered regulated parking spaces within the Central Business District of the city. All vehicles parking in excess of said limit shall be fined $2 for the initial offense and $5 for each hour thereafter with each hour constituting a separate offense.
(C) Parking meter spaces.
(1) Any person desiring to park any vehicle within such parking meter space shall deposit the proper coins for the time desired as follows:

(2) Overtime parking tickets shall be issued to those persons who have failed to place coins in the meter or when the meter time has expired.
(D) (1) The fees and penalties for violations of city parking regulations are hereby established as follows.

(2) These rates will become effective May 1, 2009 and will be incorporated into the next parking citation ticket printing.
(E) The fact that an automobile which is illegally parked is registered in the name of a person, shall be considered prima facie evidence that such person was in control of the automobile at the time of such parking.
(F) Any person actually serving on jury duty in any federal, state, county or city court, shall, for the hours of said jury service, be exempted from the provisions of this section only if said person has openly displayed on the rear window of his motor vehicle a jury service parking permit distributed by the appropriate court.
(G) All parking tickets, fines and late charges shall be payable at the City Hall Finance Department or paid by placing the amount of the fine in the ticket and depositing it in the curb box. Fines may also be paid by placing a postage stamp on the ticket and mailing it to the City of Richmond, Box 68, Richmond, Kentucky 40475.
(H) The traffic enforcement officer shall, at the end of each month, obtain a list of all delinquent parking tickets from the Finance Department and deliver said list to the County Attorney for issuance of a criminal summons against said person for each citation. The traffic enforcement officer shall represent the city in court for offenses related to parking tickets or violation.
(I) If available, a monthly parking permit for a rented meter space (off street) or a rented meter space (on street) may be obtained from the Department of Finance by any person within the Central Business District for a fee of $15 per month in advance. The city shall, at its expense, mark the spaces with proper signage. Any person parking within the markings of a rented meter space whether off-street or on-street that does not have the permission of the renter is subject to have that vehicle towed at their expense.
(J) Persons that are 35 days behind in payment of rent on their parking spaces shall lose their space and the city will collect the unpaid rent.
(K) Exemption: vehicles delivering goods and merchandise and repair vehicles are permitted to double park in the Central Business District for a reasonable time to effect said delivery or repair.

All persons conducting or having charge of funerals and funeral arrangements in the city, whether at a church, funeral home or private residence, are hereby authorized and permitted, on the day any funeral is to be conducted by them and until same has been concluded, to place on the street near the curb, in front of the building where said rites are to be, and are being conducted, metal signs bearing the words: “No Parking-Funeral,” sufficient in number to reserve all parking spaces required for the orderly parking and handling of funeral cars and equipment, and it shall be unlawful for any persons, after such signs have been placed as aforesaid, without permission from any such funeral director, to park any vehicle within such reserved spaces.

It shall be unlawful to place fruits, vegetables, melons or any other kind of merchandise on any street or sidewalk in the city for the purpose of display, advertising, sale or trade, except that merchants using buildings or store-rooms may use not more than three feet out from such building or store-room for the purpose of displaying wares that are for sale inside said building or storeroom.
