The Code Enforcement Officer shall be authorized to develop and adopt plans for the inspection of dwelling units subject to this subchapter, including:
(A) A plan for the periodic inspection of multiple dwellings subject to the provisions of this code governing the operation of such dwellings.
(B) (1) A plan for annual, periodic inspections, and if the building, dwelling, dwelling unit, hotel, or motel has been vacant for 45 days or longer.
(2) A plan for an inspection in case of any written complaint or emergency.
