(2) Sanitary sewers are available for such building or structure; and
(3) There is a minimum four-foot sidewalk beside all driveways entering a commercially zoned parking lot, and there is a sidewalk between the parking lot and the building that is raised to curb height, a minimum four feet wide, clear and unobstructed.
(b) Each application for a permit for the construction or erection of a new building or structure shall be accompanied by a certificate of the Engineer stating that such street improvements comply with such standards, and the adequate sanitary sewers are available for such building or structure.
