Amendments to this Zoning Code may be initiated in the following ways:
(a) By adoption of a motion by the Planning Commission;
(b) By adoption of a resolution by Council;
(c) By the filing of an application by at least one owner of property within the area proposed to be changed or affected by such amendment;
(d) By adoption of a motion of the Architectural Review Board where the proposed amendment involves the design review criteria and/or Village landmarks and Preservation Districts.

(a) Two copies of a written petition for change shall be filed with the Fiscal Officer and shall be signed by the applicant or his or her attorney.
(b) The petition shall include:
(1) The name, address and telephone number of the applicant;
(2) The proposed amending ordinance, approved as to its form by the Solicitor;
(3) The present land use;
(4) The present zoning district;
(5) The proposed use;
(6) The proposed zoning district;
(7) A vicinity map at one inch equals 100 feet, showing property lines, thoroughfares and existing and proposed zoning;
(8) A list of all property owners and their mailing addresses, who are within, contiguous to, or directly across the street from, the parcel or parcels proposed to be rezoned, and all others who may have a substantial interest in the case;
(9) A statement on how the proposed amendment affects the neighboring properties and the Village as a whole;
(10) A fee as established by Council.
