As used in this chapter, the following words and terms shall have the meanings given herein:
(a) Quorum. A quorum at any meeting of Council shall consist of a majority of members of Council. A quorum at any meeting of a Council committee shall consist of a majority of committee members with a right to vote.

As per Charter Section 2.04, all legislative and certain executive powers are vested in Council and shall be exercised by that body. Council takes due notice of the statutory powers set forth in the Ohio Revised Code.
