All deliberations of Council, Committees, Boards and Commissions shall be governed by the Constitution of the United States, the Constitution of the State of Ohio, the City Charter, the Ohio Revised Code, duly enacted ordinances and resolutions of the City, the Administrative Code, as contained herein, and, in those areas of parliamentary procedure not specifically set forth in the foregoing documents, Robert's Rules of Order, as revised.
