At the first meeting in January of each year, Council shall immediately proceed to elect a President and a Vice President from its own number, who shall serve until the first meeting in January of the next calendar year.
When the Mayor gives notice to the City Clerk of his or her unavailability or is unable, for any cause, to perform the duties of Mayor, the President shall be the Acting Mayor, and shall have the power and perform the same duties as the Mayor. When both the Mayor and the President are absent from the City or are unable, for any cause, to perform their duties, the Vice President shall be the Acting Mayor, and shall have the power and perform the same duties as the Mayor. When serving as the Acting Mayor, the President and the Vice President shall retain the powers of a Council member.
