The legislative powers of the City under this Charter, together with all such powers as conferred by the Constitution and laws of the State of Ohio upon municipalities, shall be vested in Council.
Any Council member may introduce an ordinance or resolution, at a Council meeting, which shall be in written form and which shall contain a concise title. The form and style of ordinance or resolution shall be determined by Council.
