The City, having been granted by the Constitution of the State all powers of local self-government and, as such, having been recognized by the Legislature of the State to have full legal authority to construct, rehabilitate, equip, maintain, operate and lease facilities for the housing of elderly persons and persons of low and moderate income, and facilities appurtenant thereto, is, and hereby declares itself to be, for purposes of the United States Housing Act of 1937, as amended, a public housing agency to be known as the Parma Public Housing Agency. The Mayor and the Director of Law are hereby authorized and directed to prepare, execute and submit all documents which may be necessary to obtain recognition from the United States Department of Housing and Urban Development as a public housing agency, as that term is defined and used in the United States Housing Act of 1937, as amended.
