Council is and shall be the governing board of the Parma Public Housing Agency. All of the powers of the Agency which are legislative in nature shall be exercised and performed by Council. By way of illustration and not limitation, Council shall have the following powers and duties:
(a) To authorize the filing of suits; to adopt a seal; to authorize and direct the receipt of grants; to enter any building or property to conduct its investigation; and to conduct examinations and subpoena and require the attendance of witnesses and the production of books and papers, in connection with which powers, the Presiding Officer may administer oaths, take affidavits and issue subpoenas;
(b) To determine what areas of the City constitute slums; to authorize and direct the preparation of plans for housing projects; to authorize and direct the purchase, lease, sale, exchange, transfer, assignment or mortgage of any real or personal property, or any interest therein, or to authorize and direct the acquisition of the same by gift, bequest or eminent domain; to authorize and direct the improvement of property; to provide for and set aside housing projects, or dwelling units comprising portions of housing projects, designed especially for the use of families, the head of which or his or her spouse is sixty-two years of age or older, or for families as that term is defined in the United States Housing Act of 1937, as amended; to authorize and direct contracts for the construction, reconstruction, alteration or repair of any housing project or part thereof; to authorize and direct the lease or operation, or both, of any project, and to establish or revise schedules of rents for any projects or parts thereof; to authorize, direct and approve the planning and replanning of streets, alleys and other public places or facilities in connection with any area or project; to authorize and direct the borrowing of money upon notes, debentures or other evidences of indebtedness, and secure the same by mortgages upon property of the City, or by pledge of its revenues, or in any other manner; to authorize and direct the investment of any funds held in reserves or sinking funds or not required for immediate disbursements; and to make, amend and repeal bylaws, rules and regulations to carry into effect its powers and purposes; and
(c) To authorize and direct the borrowing of money or acceptance of grants or other financial assistance from the Federal government for or in aid of any housing project within the City; to authorize and direct the takeover, lease or management of any housing project or undertaking constructed or owned by the Federal government; and to comply with such conditions in mortgages, trust indentures, leases or agreements as are necessary, convenient or desirable.
