903.01   SIDEWALKS GENERALLY; WIDTH OF SIDEWALKS.
   (a)   All sidewalks shall be under the direction of the Director of Public Service. Except as provided in subsection (b) hereof, the space between the property line and the curb line on each side of the paved roadway or curbed streets shall constitute the sidewalk. Upon unpaved streets, the sidewalk shall be the portion adjoining the property line on each side and shall have a width equal to one-fifth of the distance between property lines, but in no case shall the sidewalks be less than five feet in width and one foot away from the right-of-way line, except in streets or alleys of sixteen feet or less in width, in which case the sidewalk shall be two and one-half feet in width.
   (b)   It is hereby established that the sidewalks on West Ridgewood Drive, from State Road westerly to Ridge Road, shall be four feet wide. The treelawns on West Ridgewood Drive, from State Road westerly to Ridge Road, shall be three feet wide, measured from curbing to sidewalk.

903.02   CONSTRUCTION, REPAIR, ETC.; PERMIT REQUIRED.
   No sidewalk shall be improved or constructed as herein provided, nor shall any sidewalk be repaired or relaid, unless a permit for so doing has been obtained from the Director of Public Service. The application for the permit shall specify the owner of the property in front of which the sidewalk is to be laid, the sublot and the house numbers, or, where no such numbers have been established, adequate measurements identifying the location.
   A sidewalk permit must be obtained for each continuous strip of new sidewalk constructed. This means any continuous strip of any number of lots to be graded, formed and poured in one continuous operation requiring two inspection trips as set out in Section 903.03. The purpose of this permit is to control uniform quality of sidewalk construction in accordance with the City sidewalk standards and specifications. Services rendered by the City for this permit shall be the keeping of established street profile plats, sidewalk standards and specifications available to the owner, contractor or his engineer or surveyor to stake out and build sidewalks to the established line and grade.
