903.11   INSPECTIONS AND SURVEYS; SIDEWALK/ZONING INSPECTOR.
   (a)   The Director of Public Safety is hereby authorized and directed to conduct a systematic inspection and survey of all existing sidewalks in the City and of all developed property in the City where sidewalks are not currently in place. The purpose of such survey is to compile a current listing of the location and length of all places in the City where existing sidewalks need repair and where, in already developed neighborhoods, sidewalks are not in place.
   (b)   In order to assist him or her in conducting such inspection and survey, the Director is hereby authorized and directed to employ, as a full-time employee, a Sidewalk/Zoning Inspector. The salary for the Sidewalk/Zoning Inspector shall be the prevailing inspector rate and shall be paid from the City Income Tax Capital Improvement Account Fund No. 4705. The Sidewalk/Zoning Inspector shall notify the Clerk of Council monthly of the violations he or she has discovered, and the Clerk shall proceed according to law to remedy such violations.
