(a) Any sidewalk heretofore laid shall not be raised or lowered without the approval of the Director of Public Service and all sidewalks hereinafter laid shall be in accordance with the provisions of this chapter and under the supervision of the Director.
(b) No curb line or curb grade shall be changed, except by the direction and with the written consent of the Director.
(c) Any sidewalk laid on any public street or highway within the City in a manner inconsistent with the provisions of this chapter shall, upon the order of the Director, be relaid to the proper grade, and, upon failure of the property owner to make the change or relay such sidewalk as so ordered within the time specified in the notice, the City may relay the sidewalk, and the cost thereof, together with interest and a penalty of five percent, will be taxed or assessed against the property in the manner provided by law.
