Any property owner may require his meter to be tested by paying to the City Clerk the sum of ten dollars ($10.00). The Director of Public Works shall test the meter and should the meter register two percent (2%) or more over, the property owner shall be entitled to an adjustment of his water rent by the Waterworks Committee and have his ten dollar ($10.00) deposit for testing the meter refunded.
