1860.99 PENALTY.
   (a)   Whoever violates or fails to comply with Section 1860.03 (a) or (b), Section 1860.04(a)(1), (2) or (3), (b) or (c) or Section 1860.11(c), (d), (f), (g), (h), (i) or (j) is guilty of a minor misdemeanor and shall be fined not more than one hundred dollars ($100.00).
   (b)   Whoever violates or fails to comply with Section 1860.05(a) is guilty of a minor misdemeanor for a first offense and shall be fined not more than one hundred dollars ($100.00). For each subsequent offense, such person is guilty of a misdemeanor of the fourth degree and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than 30 days, or both.
   (c)   Whoever violates or fails to comply with Section 1860.04(a)(4), Section 1860.041, Section 1860.11(a) or Section 1860.12(a) or (b) is guilty of a misdemeanor of the first degree and shall be fined not more than one thousand dollars ($1,000.00) or imprisoned not more than six months, or both.
   (d)   Whoever violates or fails to comply with Section 1860.05(b) is guilty of a misdemeanor of the fourth degree for a first offense and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than 30 days, or both. For a second offense such person is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than 60 days, or both. For each subsequent offense, such person is guilty of a misdemeanor of the first degree and shall be fined not more than one thousand dollars ($1,000.00) or imprisoned not more than 6 months, or both.
   (e)   Whoever violates or fails to comply with Section 1860.06(a) is guilty of a misdemeanor of the first degree and shall be fined not more than one thousand dollars ($1,000.00) or imprisoned not more than six months, or both. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
   (f)   Whoever violates or fails to comply with Section 1860.07(a) is guilty of a minor misdemeanor and shall be fined not more than one hundred dollars ($100.00). A separate offense shall be deemed committed for each vehicle in violation of or noncompliance with Section 1860.07(a) and for each day such vehicle remains in operation in violation of or noncompliance with Section 1860.07(a).
   (g)   Whoever violates or fails to comply with Section 1860.11(b) or (e) is guilty of a misdemeanor of the fourth degree and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than 30 days, or both.
   (h)   Whoever violates or fails to comply with any other provision of this chapter, for which no penalty is otherwise provided, is guilty of a minor misdemeanor and shall be fined not morethan one hundred dollars ($100.00). A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
   (i)   Chapter 698 of the Codified Ordinances of the City shall apply to all penalties provided for in this section, unless otherwise expressly modified. An organization that violates any of the provisions of this chapter shall be subject to the penalties provided in this section and in Section 698.04 of the General Offenses Code.
   (j)   The penalties set forth in subsection (e) hereof shall not become effective until the thirtieth day after the effective date of this chapter (Ordinance 82-63, passed June 7, 1982). The penalty provided in subsection (e) hereof may not be applied to any violation occurring before such date.
