1860.05 BURNING AND DUMPING SOLID WASTE.
   (a)   No person shall dispose of solid waste by open burning, except as authorized by the Director of Environmental Protection of the State in regulations adopted in accordance with Ohio R. C. 3734.02.
   (b)   No person shall discharge, deposit, inject, dump, spill, leak or place any solid waste into or on any ground or surface water as its final disposition, unless such ground or surface water is a part of a disposal facility properly authorized to operate as a sanitary landfill or as a solid waste transfer station by all local and State agencies whose authorization for such operation is necessary.
