The following terms and words, as they are used in this Article are defined as follows:
ELECTRICAL CONTRACTOR. Any person, firm or corporation engaged in the business of installing or altering by contract, electrical equipment for the utilization of electricity for light, heat or power, not including radio apparatus or equipment for wireless reception of sounds and not including apparatus, conductors and other equipment installed for or by public utilities, including common carriers, under the jurisdiction of the Illinois Commerce Commission or other public utilities for use in their operation as public utilities.
ELECTRICAL EQUIPMENT. Conductors and equipment installed for the utilization of electricity, supplies for light, heat or power, but does not include radio apparatus or equipment for wireless reception of sounds or signals and does not include apparatus, conductors, and other equipment installed for or by public utilities, including common carriers, which are under the jurisdiction of the Illinois Commerce Commission, or other public utilities for use in their operation as public utilities.
ELECTRICAL INSPECTOR. The Building Official of the City appointed and compensated under Chapter 150 of the Revised Code of Ordinances of the City of Mt. Vernon, or any of his duly authorized agents.
WORK, WIRING, APPARATUS, DEVICE AND SIMILAR WORDS AND TERM. Means and refers to and include all details in connection with any attachment or any part thereof of any and all similar things used in connection with electricity, either directly or indirectly.

(A) There is hereby adopted by the City of Mt. Vernon, Illinois that certain Electrical Code, NFPA 70: National Electric Code, 2023 Edition, issued by the National Fire Protection Association, at least one copy of which is on file with the City Clerk, and the same is hereby adopted and incorporated herein and so set out in full; and, from the date of which this Ordinance shall take effect, the provisions thereof shall be controlling in the installation, alteration, and use of electrical equipment within the City of Mt. Vernon and on any City property that may be located outside the corporate limits.
(B) Any part of said Code which may conflict with this Ordinance is hereby superseded. It shall be unlawful for any person, firm, or corporation to use any electrical device that does not comply with said Code.
(C) The following provisions of the 2023 National Electric Code are hereby amended as follows:
(1) Chapter 2, Section 210.12(B)(1) shall be deleted in its entirety and will have no effect.
(2) Chapter 4, Section 406.12(1) shall be deleted in its entirety and will have no effect.

(A) The Electrical Inspector shall enforce all laws relating to the installation, alteration, and use of electrical equipment. He shall be subordinate to the City Manager, who shall have the administrative authority under this Ordinance.
(B) The Electrical Inspector, in the discharge of his official duties, shall have authority to enter any building, structure or premises at any reasonable hour. If the Electrical Inspector shall inspect and examine any building, structure or premises and shall determine that such building, structure or premises is unsafe or dangerous by reason of faulty, defective or deteriorated electrical usages, or wiring or by reason of improper and unsafe electrical usages, the Electrical Inspector shall have full power and authority to order the public utility supplying electrical energy or service to said property to disconnect such electrical service until the dangerous or unsafe conditions found in such building, structure or premises are corrected.
(C) The City Clerk shall sign and issue all permits and certificates required by this Ordinance and keep a record of such permits and certificates, but the City Clerk shall not issue any permit or certificate until same has been approved by the Electrical Inspector.
(D) The Electrical Inspector shall sign and issue all notices required by this Ordinance and cause a record of the performance of his office to be kept by the City Clerk. The City Clerk shall collect all fees required by this Ordinance. In the absence of the Electrical Inspector the Fire Chief may issue temporary permits and otherwise act for the Electrical Inspector.
