8-1-1: DEFINITIONS:
Unless the context otherwise requires, the following terms as used in this chapter shall have the following definitions:
COMMITTEE ON WATER: Committee of Village Trustees as appointed by the Village President, sometimes hereinafter referred to as "committee".
NONRESIDENT USERS: Those individuals receiving or applying for water services who do not reside within the corporate limits of the Village of Monee.
RESIDENT USERS: Those individuals receiving or applying for water services who actually reside within the corporate limits of the Village of Monee. (Ord. 468, 6-8-1977, eff. 7-1-1977)
8-1-2: COMMITTEE ON WATER; SUPERVISION AND DUTIES:
   A.   General Oversight: The Water Committee, with the assistance of the Village Administrator, shall be charged with the oversight of the entire waterworks system throughout the Village. The Water Committee shall also review any and all rules and regulations that may be applicable to the operation of the system.
   B.   Duties And Powers Of Committee:
      1.   The Water Committee shall monitor and oversee the budget expenditures allocated to the Water Department periodically during each fiscal year.
      2.   The committee shall develop and recommend policies in an effort to implement and maintain efficient operations of the Village water system. Said policies shall be forwarded to the Village Board for review and input.
      3.   The committee shall develop new and/or modify existing ordinances and make recommendations to the Village Board for review and input.
      4.   The committee shall hold a strategy and planning meeting at least once per fiscal year for the discussion of maintenance and future needs of the Village of Monee waterworks and water system. (Ord. 1573, 10-26-2011)
8-1-3: APPLICATION AND FEES FOR WATER CONNECTION:
   A.   Connection Required; Exceptions: Every owner of a structure within the corporate limits of the Village wherein water services are required by this Code, and where there is available Village water service to the premises, shall be connected to the Village water service, within six (6) months of the date that the water mains are available for connection to the premises, except in the following specific cases:
      1.   Where on July 11, 1984, there was no Village water service connected to the premises, and there was an existing operating private well, the owner of such a well may use same to provide water services to the premises as long as said well remains operable. In the event that such existing well becomes inoperable, or where there is a need to drill a new private well or extend the existing well, or in the event that the ownership of the premises is transferred, then in any of the said events, the premises shall be connected to the village water service within the time period above provided.
      2.   Where there is a new construction of a structure within the village where no village water service is then available, the owner of the premises shall notify the village in writing of the owner's intention to use water services for the premises, and the village shall have the option for thirty (30) days, from the date of notice, to either agree to provide water service to the premises, or waive its right to provide said service. If the village determines not to provide water service to the premises, the owner of the premises shall have the right to install a well or to obtain water service from a source other than the village to service the premises. Nevertheless, it shall be required that the owner provide the village with written notice as described above, before the installation of a well or to obtain other than village water service.    B.   Application And Fees For Connection: All applications for connection to village water service shall be filed with the village clerk, on forms provided by the village, and shall as soon as reasonably possible thereafter be referred to the director of water and sewer for his approval. A tap-in fee for connection in the following amounts shall accompany each application:
      1.   Newly Available Service: Where water service is newly made available to a resident user's premises by the village, the tap- in fee shall be the sum of two thousand three hundred dollars ($2,300.00), provided an application is made and water connected to the subject premises within one hundred twenty (120) days of the water system becoming operational. If application is made within the one hundred twenty (120) day period and the premises are not connected to the water service within said period, or if no application is made during said period, the fee shall thereafter be two thousand five hundred dollars ($2,500.00).
      2.   Resident Users: The tap-in fee for resident users shall be two thousand five hundred dollars ($2,500.00).
      3.   Nonresident Users: The tap-in fee for nonresident users shall be the sum of three thousand dollars ($3,000.00).
      4.   Developments:
         a.   The tap-in fee for residential developments shall be as follows:

   C.   Approval Or Disapproval Of Application: The director of water and sewer shall have the right to approve or disapprove any application based on the particular circumstances and costs involved and shall report his decision to the water committee who shall make the final determination as to whether the connection shall be allowed. In the event the water committee disapproves an application for connection, the fees paid therefor shall be refunded to the applicant.
   D.   Fees Deposited In Certain Accounts: The fees collected under the provisions of this section shall be deposited into two (2) separate accounts. The accounts shall be known as "capital expansion" account, and as "inspection" account. The portion to be deposited into each account shall be as herein specified:

8-1-4: INSTALLATION OF WATER SERVICE:
Upon the director of water and sewer and the water committee approving an application for water service and connection, the necessary installation of systems to provide service shall be as follows: (Ord. 468, 6-8-1977, eff. 7-1-1977; amd. Ord. 1249, 9-10-2003)
   A.   Residents: The fee paid by a resident user for water service and connection shall entitle him to connect to the existing distribution system a water line of whatever size the committee deems necessary. The resident user shall install said line, at his own expense, from whatever point on the existing distribution system the committee directs, to the property being serviced. The resident user shall also, at his own expense, make necessary connections to the existing distribution system and install necessary curb boxes and cocks to complete the connection. The committee shall have the authority to establish where such water lines will be installed from the existing distribution system to the resident user's property being serviced.    B.   Nonresidents: The fee paid by a nonresident user for water service and connection shall entitle him to connect to the existing distribution system a water line of whatever size the committee deems necessary. The nonresident user shall install said line, at his own expense, from whatever point on the existing distribution system the committee directs, to the property being serviced. The nonresident user shall also, at his own expense, make necessary connections to the existing distribution system and install necessary curb boxes and cocks to complete the connection. The committee shall have the authority to establish where such water lines will be installed from the existing distribution systems to the nonresident user's property line.
