The village shall, to the extent provided by R.C. § 4115.34, procure such products or services provided by persons with severe disabilities that are set forth on the published procurement list of the
State Use Committee that the product or service is available within the period required by the village.

Neither the Mayor nor any member of Council of the village shall, at any time, participate in any determination as to an employment decision related to any member of that specific elected individual. Should such an issue need to be passed upon by Council, the Council member shall excuse himself or herself from that vote. Should such an issue deal with a family member of the Mayor, then the President of Council shall take the Mayor’s place while the employment decision is related to that individual.

In order to insure that its gasoline is only utilized for village business, the village hereby adopts the following requirements:
(A) The village’s gas pump shall be kept locked at all times;
(B) Only designated village employees shall have a key to that gas pump, which they shall sign out from the Clerk-Treasurer;
(C) Each village employee shall complete the Gasoline Log Sheet each time gasoline is dispensed into a vehicle;
(D) Each village employee shall complete a Mileage Log Sheet for any vehicle driven on village business and shall turn those in to the Clerk-Treasurer on a monthly basis;
(E) On a monthly basis, the Clerk-Treasurer shall reconcile the figures on the log sheets with the actual usage as shown by the village’s gas pump and shall call any discrepancies to the attention of the Mayor; and
(F) The Mayor shall investigate any such discrepancies and shall take appropriate action.

(A) It is hereby established a policy upon the recommendation of the Chief of Police, with the concurrence of the safety committee of Council, through which the Safety Director shall be authorized to direct the Clerk-Treasurer to immediately advertise for public sale any or all confiscated property which has been forfeited and ordered by a court of competent jurisdiction to be transferred to the Village Police Department and is no longer deemed necessary for village use.
(B) Upon completion of all actions by the above-named offices of the village under division (A), the Clerk-Treasurer is hereby authorized and directed to advertise for bids for the sale of that property immediately.

(A) The Clerk-Treasurer is hereby directed to solicit bids from private contractors for copying services and from which the lowest cost provider shall be chosen to complete public record copy requests of the village that are anticipated to exceed 100 pages of materials to be copied.
(B) The Clerk-Treasurer is directed to implement a policy and establish procedures for responding to public records requests in which all parties instituting such requests for records that are anticipated to exceed 100 pages of copied materials shall be responsible for the actual costs paid to the selected private contractor employed to respond to the public records request and that a deposit for such costs reasonably calculated to meet the actual costs be provided to the village before copies are made. When the actual costs of copying the materials is less than the deposit provided, the village shall immediately refund the excess deposit.

The Village Council may establish by resolution that real property owned by the village be purchased or sold with or without advertising for sale or soliciting bids if the Village Council finds that buying or selling such property without competitive bidding is in the best interests of the village and its citizens.

(A) Legally prescribed drugs and non-prescription medications. The appropriate use of legally prescribed drugs and non-prescription medication is not prohibited. However, when taking any prescription or non-prescription medication which may interfere with the safe and effective performance of their duties, employees are encouraged to consult their licensed medical doctor and report such use to the Mayor or the Mayor's designee. Certification from a medical doctor that an employee is able to perform the normal functions of their position may be required before the employee will be allowed to continue working. This requirement includes medical marijuana that has been recommended by an authorized medical doctor, and dispensed by a licensed marijuana dispensary in accordance with the requirements of the Ohio Revised Code and any related regulations.
(1) Medical marijuana.
(a) Any village employee who is using medical marijuana shall report such use to the Mayor or the Mayor's designee, shall provide evidence:
1. Of the employee being registered with the state patient registry;
2. Of a recommendation from a medical doctor who has a certificate to recommend its use; and
3. That the medical marijuana was obtained from a licensed marijuana dispensary.
(b) An employee who has a recommendation for medical marijuana who tests positive for marijuana shall be treated as using an appropriately prescribed drug when they have complied with the requirements of division (a) and have used the marijuana in compliance with the physician's recommendations.
(2) Use of medical marijuana. Use of medical marijuana is prohibited as follows:
(a) By employees who are required to hold commercial driver's licenses in the course of their employment.
(b) By employees who are required and/or permitted to carry firearms in the course of their employment.
(c) By an employee so as to cause them to be under the influence of medical marijuana during the scope and course of their employment.
(d) By an employee during the scope and course of their employment.
(e) By an employee that performs safety-sensitive duties. For purposes of this provision, safety sensitive duties, include, but are not limited to: fire fighters, police officers, emergency medical personnel, and snow removal personnel.
(3) Possession of medical marijuana. An employee is prohibited from possessing medical marijuana and related paraphernalia while on village property or in a village vehicle.
(B) Worker's compensation. An employee that tests positive for a medical marijuana product during post-injury drug testing shall not be eligible for Workers' Compensation even though the employee has a recommendation for that use from a physician who is properly certified to make such a recommendation.
(C) Relationship to other provisions of law. The terms of this policy do not alter any employment-at-will relationship with employees. All employees subject to this policy remain subject to all other policies, procedures, rules, regulations, and collective bargaining agreements established by the appointing authority under its independent authority, which are not inconsistent with the requirements herein. All employees also remain subject to all other relevant federal, state, and local laws and regulations. Commercial driver's license holders shall abide by this policy as well as the Department of Transportation guidelines for alcohol and controlled substance testing.
