Neither the Mayor nor any member of Council of the village shall, at any time, participate in any determination as to an employment decision related to any member of that specific elected individual. Should such an issue need to be passed upon by Council, the Council member shall excuse himself or herself from that vote. Should such an issue deal with a family member of the Mayor, then the President of Council shall take the Mayor’s place while the employment decision is related to that individual.
