§ 38.08 PUBLIC RECORDS REQUESTS.
   (A)   The Clerk-Treasurer is hereby directed to solicit bids from private contractors for copying services and from which the lowest cost provider shall be chosen to complete public record copy requests of the village that are anticipated to exceed 100 pages of materials to be copied.
   (B)   The Clerk-Treasurer is directed to implement a policy and establish procedures for responding to public records requests in which all parties instituting such requests for records that are anticipated to exceed 100 pages of copied materials shall be responsible for the actual costs paid to the selected private contractor employed to respond to the public records request and that a deposit for such costs reasonably calculated to meet the actual costs be provided to the village before copies are made. When the actual costs of copying the materials is less than the deposit provided, the village shall immediately refund the excess deposit.
